Students at Risk
The Students at Risk Subprogramme is an addition to the Stipendium Hungaricum Scholarship Programme and is supervised by the Ministry of Foreign Affairs and Trade and managed by the Tempus Public Foundation. Its goal is to provide assistance to Ukranian students and doctoral candidates whose studies or research are interrupted because of war, catastrophe, prosecution etc. For students fleeing the war in Ukraine, the subprogramme provides scholarships for studies in Hungarian higher education institutions.
The present application is open for Ukrainian citizens who wish to pursue higher education studies in a Hungarian higher education institution. The opportunity is also open for those who already pursued higher education studies before and those who only have a secondary school graduation certificate (and who will have obtained a secondary school graduation certificate by the time of the enrolment).

The application deadline for Ukranian citizens (2024/2025) was 15 January 2024, 2 pm (Central European Time)
The benefits for scholarship holders include:
- Exemption from paying application and tuition fees,
- Place in a dormitory depending on the capacity of the higher education institution or HUF 40,000/month accommodation allowance for 12 months of the year during the whole period of full-time programmes or for the duration of the partial studies,
- Health care services (social services) and supplementary private health insurance,
- Free visa and residence permit administration,
- Use of the services of the library free of charge.
The amount of the scholarship as of 2020 is HUF 43,700 for students in preparatory, bachelor's and master's programmes, and HUF 140,000/month during the first two years (during the training and research period) and HUF 180,000/month during the second two years (the research and dissertation period) of doctoral studies.
ELTE offers a wide range of degree programs to international student, and most of them available for Ukranian students fleeing their country (in the Stipendium Hungaricum Students at Risk programme) in the fields of Humanities, Informatics, Science and Social Sciences.
Studies are offered on the following levels:- English Language Programme (2 semesters)
- Bachelor's programmes (undergraduate; 3 or 3 and ½ years)
- Master's programmes (graduate; 2 years)
- Doctoral programmes (2+2 years)

Information on the residence and entry into Hungary for Students at Risk applicants
Ukrainian citizens who are planning to study at ELTE and are arriving in Hungary for this purpose
If the purpose of a Ukrainian citizen's arrival in Hungary is to study, he/she is not eligible for temporary protection. They must submit an application for the issuance of a residence permit for the purpose of study as all other non-EEA citizens. There are two possibilities to apply for the residence permit:
- at a Hungarian embassy/consulate in Ukraine
- after arrival in Hungary, through our EnterHungary website
Ukrainian citizens can travel to Hungary visa-free with a passport. They are exempt from paying a service fee for the residence permit.
Ukrainian citizens who entered the territory of Hungary from February 24, 2022
- can apply for the status of temporary protection. After obtaining it they become legally resident in Hungary, so they can enroll in higher education institutions
- It is not necessary to apply for a residence permit for study purposes in addition to the status of temporary protection
- Information on the procedure and information on care and assistance for an temporary protection seeker are available in Hungarian, English and Ukrainian, indexed separately at the Immigration Office's website.
Third-country nationals who entered the territory of Hungary from Ukraine after 24 February 2022
- if they do not have the conditions to enter Hungary, they receive a data sheet entitling them to a temporary stay valid for 30 days from the border police authority. The extension of the form is possible at the customer service offices of the regional directorates of the National Directorate-General for Aliens Policing (Immigartion Office). The duration of the extension is 60 days, but may differ from the regional directorates.
- may apply for a residence permit for study purposes, but they must meet the general conditions, provided that an equity request must be submitted together with the application for the issue of a residence permit in order to apply for a residence permit in Hungary.
- Those who have received the SH Students at Risk scholarship can apply for a residence permit free of charge, their scholarship certificate (Letter of Award) includes tuition waiver, housing and living expenses, and TAJ entitlement.
- The list of schoalrship awarded applicants will be sent by the Tempus Public Foundation to the National Directorate-General for Aliens Policing.
Third-country nationals, if they are legally resident in the territory of the European Union, can also apply for a study permit when returning to Hungary.
Third-country nationals who have returned to their sending country
- based on the traditional procedure, they can apply for a study residence permit and a visa entitling them to obtain a residence permit at hungarian missions abroad (consulate and embassy)
- if they are legally resident in the territory of the European Union, they can also apply for a residence permit for study purposes when returning to Hungary
- The list of schoalrship awarded applicants will be sent by the Tempus Public Foundation to the National Directorate-General for Aliens Policing and to the hungarian diplomatic missions.
