In accordance with the Government’s announcement, ELTE Epidemiological Operative Coordinating Body (JOKT) decided that regulations regarding wearing a mask and events will be lifted and the rule on the mandatory vaccination will also be terminated.The rules published in this briefing are to be applied in accordance with the 77/2022. (III.4.) Government Decree from 7th March.

Due to the fifth wave of the COVID-19 epidemic, to protect the University citizens who are at high risk, to take into consideration the preference of educational and learning continuity, and to prevent the high number of absences, the University starts the 2021/2022 spring semester with online education and it will switch to classroom learning earliest after 3 weeks. The ELTE Epidemiological Operative Coordinating Body (JOKT) creates the temporary special regulation of education and examination for the spring semester of the 2021/2022 academic year.

The ELTE Epidemiological Operative Coordinating Body (JOKT) which has been established by the 3/2020 (II. 28.) Joint Directive of the Rector and the Chancellor of the University, based on its authorization in the directive, sums up in this BRIEFING the main weekly trends  in monitoring how affected university citizens are by the epidemic and based on them, to mitigate the consequences of the fourth wave, and to help successfully close the semester, it publishes a temporary special regulation of education and examination.

On 28 October 2021 the Government of Hungary issued Decree No. 599/2021. (X. 28.) on the mandatory vaccination against the coronavirus of the employees of state and local government institutions. The scope of the decree applies to the employees of higher education institutions covered by the law CXC. of 2011 on National Higher Education. The cited government decree stipulates the mandatory vaccination against the coronavirus in those higher education institutions which are covered by the decree, including our University. This Briefing serves as the institutional implementation of this legal obligation.

On 30th of August, the ELTE Epidemiological Operative Coordinating Body in its Briefing summarized obligations and calls concerning the protective measurements in the 2021/2022 academic year. As a general rule, the University begins the academic year with in-person education. The way in which the courses are organized is determined according to the procedure issued by the dean of the faculty. As previously warned, the lack of vaccination does not relieve university citizens of their responsibilities.

In view of the growing section of the fourth wave, in order to reduce the risks, the use of a mask covering the nose and mouth is mandatory for everyone in community rooms (especially in classrooms, reception rooms, corridors). The only exception is a teacher giving a lecture / seminar / practical lesson. Regardless of the evolution of the epidemic, basic health rules must be maintained at all times. The University expects all university citizens to be vaccinated against the coronavirus.

The Briefing also covers, among other things, university events, student administration, board meetings, electronic administration, dormitories and all university services.

The ELTE Epidemiological Operative Coordinating Body summarizes in its briefing issued on 3rd of June all the new obligations and calls that concern University Citizens in connection with the end of the Spring Semester of the Academic Year 2020/21 and with the preparation of the Academic Year 2021/22.

Changes are made in the spirit of careful opening. The dean may decide to organize the year-end and the faculty graduation ceremony with personal attendance, where participants are required to have immunity certificate (card or mobile application). The doctoral graduation ceremony is organized with personal attendance of the graduating doctoral students, the university leaders, and the organizers, guests can only join the event online. The Quaestura Office will be conducting its client services with personal attendance based on reserved appointments from 14 June 2021. Regulations on dormitories and colleges have also changed. 

The use of masks in confined spaces is still mandatory, the immunity certificate does not exempt people from these regulations. Virtual administration at the University will be maintained, university bodies organize their operations online. 

The University intends to start the academic year of 2021/22 with personal attendance. While maintaining the priority of personal knowledge transfer, the University intends to preserve some of the well-established forms of digital education and bring online and hybrid solutions developed during the pandemic into normal operation.

For the summer of 2021 ELTE prepares freshman camps, in such a way that ensures their safe organization and attendance with increased caution. Organizers and guests can only participate at the camps with immunity certificate. 

The JOKT strongly recommends for all University Citizens, high school students and university applicants to take the opportunity to be vaccinated. They draw the attention of University Citizens to the fact that from the first semester of the 2021/2022 academic year, the lack of vaccination protection alone will not entitle our students to have an exceptional study schedule with distance education, and our employees (educators and education-research support staff) to work from home.

The ELTE Epidemiological Operative Coordinating Body summarizes in its briefing issued on 10th of May all the new obligations and calls that concern University Citizens in connection with the end of the Spring Semester of the Academic Year 2020/21. The spring semester of the 2020/2021 academic year shall continue in distance education and examination. Examinations shall not be organized with the requirement of students’ presence. Deviation from this requires the permission of the dean or the director. The rules and options for operating online remain. The usual framework of epidemiological control (mask, distance, etc.) remains in force. The JOKT recommends that all University Citizens take the opportunity to be vaccinated. The University intends to start the Academic Year 2021/2022 with personal attendance.

Due to the governmental regulations announced on 4th ofMarch, JOKT amends its briefing issued on the 4th of February 2021, reaffirming the general obligation of absentee education, adding that courses that having a ministerial license to be held with personal attendance may only be held in absentia. Traineeships may only continue with attendance if the rules and regulations of the training location allow. Recreational sports may not be practiced in the sport facilities of the University. The University’s public collections, open-air exhibitions, and gardens are not open to the public. Virtual administration at the University will be maintained.

The ELTE Epidemiological Operative Coordinating Body (JOKT) announced a new briefing on 4th February, on the occasion of the start of the Spring semester, summing up all obligations and calls concerning the protective measurements in the emergency situation due to the spread of the second wave of the coronavirus epidemic for University Citizens. The regulations of the briefing from 12th November 2020 remain effective. The University starts the Spring Semester of Academic Year 2020/2021 with distance education and continues to operate that way until contrary provisions. Hopefully, the spreading of the epidemic takes a favourable turnaround that will allow us to go over to hybrid education during the semester.

This BRIEFING sums up all information, obligations and calls concerning the preparation of the Autumn Semester of the Academic Year 2020/2021. It is not allowed to visit the University for those who are infected with the coronavirus, showing symptoms of the coronavirus, or have been in contact with a person in that condition. The compliance of the requirements of personal hygiene (frequent hand disinfection, coughing ethics, maintaining distance) is mandatory for all University citizens. Inside the University, in closed space and for outdoor events of the University, proper usage of the mask is mandatory with covering both the mouth and the nose.

The university prepared for hybrid education in the Autumn Semester of the Academic Year 2020/2021 with the appliance of the principles and views of the Briefing of the ELTE Epidemiological Operative Coordinating Body that has been published on 29th July 2020. The courses are, as a general rule, carried out by physical presence while others will be held in online form. Autumn break and exam period are held as scheduled in the Academic calendar earlier until contrary provision.

Electronic administration remains in operation at the University. Within the general limits of participation, it is possible to organise scientific, educational and professional events and participate in them. Colleagues working in the administration may conclude agreements with their site managers regarding home office.

Certain provisions of the 101/2020. (IV. 10.) Government Decree published during the Easter holidays apply to the questions regarding the final exams and entrance examinations, which are to be held in the higher education institutions. The ELTE Epidemiological Operative Coordinating Body turns to the maintainer regarding the clarification of certain questions in connection with the organisation of the final exams, formulated in the aforementioned decree, and will make further provisions in light of the standpoint of the maintainer.

The ELTE Epidemiological Operative Coordinating Body strongly calls the faculties to continue the preparations for the online final examinations and the development and testing of its methodology and making the online examinations a possibility as soon as they can, until contrary provisions are made.

The ELTE Epidemiological Operative Coordinating Body announced a message to administrative staff members. This was made necessary by the fact that in order to slow down the spread of the new coronavirus, the number of personal encounters must be radically reduced. Because of that, in our university work, we create the conditions of distance learning – not only for the university, but in public education as well – and, at the same time, we change our operating processes, so that the need of personal presence can be limited to the shortest possible amount of time.

Publication of the new BRIEFING was made necessary by the emergency announced by the Hungarian Government on 11 March 2020, the publication of the governmental edict on the measures to be taken due to the emergency, as well as the execution of the measures ordered by the Maintainer. 11 March 2020

The Hungarian Government ordered epidemiological emergency situation on 11th March 2020, the following measures were taken regarding higher education in consultation with the Ministry of Innovation and Technology. The rector of Eötvös Loránd University orders a break for all students for the days of 12-13 March 2020. All students are under obligatory absence from the University from 12 March 2020 until contrary provision. Hungarian students must leave the student residence halls and travel home (international students and Cross-border Hungarian students are allowed to stay in student residence halls). The Spring break of the academic year 2019/2020 Spring semester, revising the dates published in the Academic Calendar, is rescheduled to 16-22 March 2020 for students. Until contrary provision, the whole University continues its educational activities in the form of distance education from 23 March 2020. Except for the educational activities, which requires the presence of the students, the operation of the university will continue and teachers, researchers, and members of the administrative staff are obliged to continue working during the ordered Rectorial break and the Spring break, as well as in the period following these. On the 28th February, ELTE established the Epidemiological Operative Coordinating Body (in official Hungarian abbreviation: JOKT) consisting of 7 members and an advisor to coordinate the tasks in connection with the new coronavirus epidemics. Deans, Heads of institutional units and Leaders of the Students’ Union can contact the board with questions and suggestions in connection with the new coronavirus epidemics. As it is communicated in Joint Directive of the Rector and the Chancellor entering into force 29th February 2020, the students and employees of Eötvös Loránd University and other people taking part in the fulfilments of ELTE’s tasks are obliged to pay attention to the information published on the www.elte.hu website.

26 February 2020

The University sent out a Circular on the 26th February calling upon students, employees and guests returning from Northern Italy to stay away from the University community for two weeks. People returning from China, Northern Italy or other infected areas were asked to contact a doctor immediately in case of suspicion of coronavirus infection. The help of ELTE’s occupational health care professional as an advisor was also offered. ELTE urged everybody to follow the instructions of the National Public Health and Medical Officer Service for the sake of their own and their environment’s health; and before travelling ask the Consular Services for information. The University also drew attention to the necessity of the compliance with the sanitary measures and frequent hand-washing.

Information briefing on 26th February

29 January 2020

Eötvös Loránd University took measures on the 29th January 2020 to prevent the disease caused by the newly detected coronavirus. The students and employees were asked to pay attention to the recommendations of the WHO, the National Public Health Centre, follow the sanitary measures, the recommendation to wash hands frequently and other measures that help to prevent epidemic danger. Students and employees returning from China were asked to stay at home for two weeks; their absence is justified by the University.
