Additional financial support for Erasmus+ scholarship

1. Supplementary social support

Eötvös Loránd University and the Tempus Public Foundation are announcing an application for supplementary social support for students studying in higher education who wish to win a study or traineeship mobility scholarship to an Erasmus+ programme country in the 2020/2021 academic year. An awarded Erasmus+ scholarship is not a condition for submitting an application, so students applying for Erasmus can apply for additional support before receiving an Erasmus grant.

Please note that in the context of the outbreak of COVID-19, you may be eligible for additional support based on a new criterion (A sudden change in the social situation of the applicant). The latter criterion can be justified by the unexpected economic and social change in the life of the applicant student, which is specifically related to the period and events of the epidemiological emergency.

Amount of scholarship

The amount that can be applied for in addition to the Erasmus+ scholarship awarded:

  • For mobility with study purposes: EUR 200 per month,
  • Erasmus+ traineeship: EUR 100 per month.

A student is only entitled to additional support if he/she has successfully applied for and won an Erasmus+ scholarship, traveled and fulfilled his/her study obligations abroad, thus realizing their Erasmus+ mobility with success. (The additional grant amount awarded will be added to the Erasmus scholarship, so the student will receive its 90% together with the 1st installment of the scholarship.)

Deadline for submitting the application for the autumn semester: June 19, 2020 (12:00)
Deadline for submitting the application for the spring semester and during the second call for applications: October 26, 2020 (12:00)

Students already awarded with an Erasmus+ scholarship, who are eligible for the additional support but were unable to submit the application form before the deadline,
still have opportunity to submit the application before their mobility starts. In their case, a separate decision will be made regarding the additional support, depending on the available funds. The decision will be communicated via e-mail.

How to apply 

With the permission of the Tempus Public Foundation, in the light of the coronavirus epidemic, the ELTE Department of Erasmus+ and International Programmes temporarily allows applicants to submit their application electronically (See: 1st step). However, please note that at the latest when you submit the 4 copies of the Grant Agreement, the applications must be submitted on paper as well (see: 2nd step). Failure to do so will result in a refund of the full amount of the additional financial support awarded. 

1. step (temporary accepted for the application) 

To be submitted to the e-mail address erasmus.out@dep.elte.hu from the student’s ELTE e-mail address (eg. caesar) in ONE E-MAIL:

  • the electronically completed application form (xlsx format, not scanned, without signature).
    Please rename the file of the application form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021).
  • The electronically completed application form along with the electronic (good quality photo/scanned version) version of the certificate (stamped and signed by the authorized organization).
    Please rename the file of the application form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021).

The subject of the e-mail should be: "Application: Erasmus+ supplementary social support”

2. Step

  • In case your eligibility were certified by the Quaestura/Student's Union/ faculty international office/the Institutional Erasmus+ Coordinator:
  1. Print the Excel file (Application form) that was previously sent (See: 1st step) by e-mail. 
  2. Sign it with a BLUE INK pen.
  3. Post 1 copy to ELTE Department of Erasmus+ and International Programmes (1056 Budapest, Szerb utca 21-23. I. em. 37.) 
  • If not the abovementioned authorities certified your eligibility, but another authority:
  1. Obtain the original Application form with the signature and stamp of the authority.
  2. Sign it with a BLUE INK pen. 
  3. Post 1 copy to ELTE Department of Erasmus+ and International Programmes (1056 Budapest, Szerb utca 21-23. I. em. 37.).
  • In case you wish to apply according to the criterion “A sudden change in the social situation of the applicant”:
  1. Obtain the original certificate proving a sudden change in your social situation.
  2. Print the Excel file (Application form) that was previously sent (See: 1st step) by e-mail. 
  3. Sign it with a BLUE INK pen.
  4. Post the documents to ELTE Department of Erasmus+ and International Programmes (1056 Budapest, Szerb utca 21-23. I. em. 37.).

Guide for completing and submitting the form              

  • You can see that there are 2 criteria of eligibility on the Application form.
  • The first is connected to social scholarships, programmes and a new criterion which was introduced in the context of the outbreak of COVID-19 "A sudden change in the social situation of the applicant". The latter criterion can be justified by the unexpected economic and social change in the life of the applicant student, which is specifically related to the period and events of the epidemiological emergency.
  • Under the second criterion you have to have a registered permanent address in one of the beneficiary settlements. To check the beneficiary settlements click on the grey cell. (If you settlement is not included in the list provided, you are not eligible for the social support according to the secondary criterion, but you may still receive the support according to the primary criterion.)
  • You are eligible for the supplementary social support if you meet only the primary or only the secondary criterion, therefore you do not have to complete both sections.

A. In case you wish to apply according to the primary criterion: (with the exception of “A sudden change in the social situation of the applicant”)

  • First, save the application form. Opening it, you will be able to fill out the form electronically.
  • Fill out the first section of the form referring to your personal data electronically (year: your current year, e.g. Year 2; major: what you are currently studying, e.g. psychology; OM identification number: the ID number starting with 7 on your student card; level of study: BA/MA/PhD/undivided one-tier).
  • In case you have received any of the support from the list of primary criterion, click on the grey cell and choose the year in which you have received the support. (Here, you may choose multiple forms of support, but only one is sufficient for the application.)
  • After you have completed all the relevant sections of the grey cells, you must obtain a certificate for the completed primary criterion.
  • The ELTE Quaestura Office or the ELTE Students’ Union Office usually certifies the primary criterion. If you have received your previous support from a different source, the authorized organization is the authority that granted you the scholarship. Ask the authorized organization about the current method of certification.

Please keep in mind the current certification process of the Quaestura and the ELTE Student's Union Office is the following: You send the electronically completed claim form to the Office. An official representative signs and stamps your form, then scans it and sends it back to you. You may send this verified scanned version of your form as a second e-mail attachment to erasmus.out@dep.elte.hu (following the aforementioned steps).

  • When you receive the verified form, you may do the following:

1. On the electronic version of the form (based on the already signed form), complete the section referring to the data of person certifying the primary criterion.  
After filling out the form, please rename the file of the claim form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021).
2. Finally, please send both the electronically completed version and the certified (signed and stamped by the authorized organization) electronic (good quality photo or scan) version to erasmus.out@dep.elte.hu. The subject of the e-mail should be: "Application: Erasmus+ supplementary social support”. 

Furthermore:

In case your eligibility were certified by the Quaestura/Student's Union/ faculty international office/the Institutional Erasmus+ Coordinator
3. Print the Excel file (Application form) that was previously sent (See: 1st step) by e-mail.
4. Sign it with a BLUE INK pen.

If not the abovementioned authorities certified your eligibility, but another authorit
3. Obtain the original Application form with the signature and stamp of the authority.
4. Sign it with a BLUE INK pen. 
5. Post 1 copy to ELTE Department of Erasmus+ and International Programmes (1056 Budapest, Szerb utca 21-23. I. em. 37.).

B. In case you wish to apply according to the criterion “A sudden change in the social situation of the applicant”:

  • First, save the application form. Opening it, you will be able to fill out the form electronically.
  • Fill out the first section of the form referring to your personal data electronically (year: your current year, e.g. Year 2; major: what you are currently studying, e.g. psychology; OM identification number: the ID number starting with 7 on your student card; level of study: BA/MA/PhD/undivided one-tier).
  • Mark the “A sudden change in the social situation of the applicant” option on the form.
  • Please justify and support the change, and present the eligibility on the part of the applicants.
    Such cases include:
    - unexpected incapacity for work;
    - unexpected death;
    - other changes for which it was not yet possible to enforce the available social benefits.
  • Obtain the necessary certificate proving a sudden change in your social situation. This will be examined by the Social Scholarship Committee and based on their opinion certified by the Institutional Erasmus+ Coordinator.
  • Complete the section referring to the data of person certifying the primary criterion in the following way:

Organization authorized to issue the certificate: ELTE OI Department of Erasmus+ and International Programmes

  • After filling out the form and obtaining the certificate, please rename the file of the claim form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021). 
  • Send the completed form and a good quality photo or scan of the certificate to erasmus.out@dep.elte.hu.
    The subject of the e-mail should be: "Application: Erasmus+ supplementary social support”.
  • Print the Excel file (Application form) that was previously sent by e-mail.
  • Sign it with a BLUE INK pen.
  • Post 1 copy to ELTE Department of Erasmus+ and International Programmes (1056 Budapest, Szerb utca 21-23. I. em. 37.)

C. In case you wish to apply according to the secondary criterion:

  • First, save the application form. Opening it, you will be able to fill out the form electronically.
  • ​​​​​​​​​​​​​​Fill out the first section of the form referring to your personal data electronically (year: your current year, e.g. Year 2; major: what you are currently studying, e.g. psychology; OM identification number: the ID number starting with 7 on your student card; level of study: BA/MA/PhD/undivided one-tier).
  • In case you have a registered permanent address in one of the beneficiary settlements according to the secondary criterion, click on the grey cell and choose the settlement of your address. (If you settlement is not included in the list provided, you are not eligible for the social support according to the secondary criterion, but you may still receive the support according to the primary criterion.)​​​​​​​
  • The Institutional Erasmus+ Coordinator certifies the secondary criterion. After you have completed all the relevant sections of the grey cells, complete the section referring to the data of person certifying the secondary criterion in the following way:

  • After filling out the form, please rename the file of the claim form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021). 
  • ​​​​​​​Send the completed form and a good quality photo or scan of your address card to erasmus.out@dep.elte.hu. The settlement on your address card and the settlement you have chosen from the list on the form have to be the same. The subject of the e-mail should be: "Application: Erasmus+ supplementary social support”.
  • Print the Excel file (Application form) that was previously sent by e-mail.
  • Sign it with a BLUE INK pen.
  • Post 1 copy to ELTE Department of Erasmus+ and International Programmes (1056 Budapest, Szerb utca 21-23. I. em. 37.)

2. ADDITIONAL FINANCIAL SUPPORT FOR STUDENTS WITH DISABILITIES OR LONG-TERM ILLNESSES

The Tempus Public Foundation and Eötvös Loránd University are announcing an application for additional financial support for students with disabilities or long-term illnesses who have won an Erasmus mobility scholarship in the 2020/2021 academic year.

Call for Application

WHO CAN APPLY?

Students participating in an Erasmus+ study- or traineeship abroad may apply, if:

  • They are, for example, visually or hearing impaired, disabled, diabetic, lactose or gluten intolerant, or
  • They are in need of ongoing medical supervision due to a long-term illness and their illness constitutes a significant additional cost during their stay abroad.

APPLICATION DOCUMENTS

  • Application Form (xlsx)
  • medical history summary not older than three months or verified by a general practitioner
  • proof of duration of the Erasmus+ scholarship granted for the 2020/21 academic year, which will be attached to the application by the ELTE Department of Erasmus+ and International Programmes of the ELTE Directorate of Educational Affairs, so the student does not have to deal with this.

The amount of the additional financial support is decided by the Board of Trustees of the Tempus Public Foundation in accordance with the evaluation of a committee of independent medical experts.

The additional financial support must be requested item by item, and the use of the support is possible according to the items rewarded, with an itemised expense report certified by invoices.

Deadline for submission of application for the autumn semester: May 25, 2020 (12:00) or September 28, 2020 (12:00)
Deadline for submission of application for the spring semester: September 28, 2020 (12:00) or January 18, 2021 (12:00)

HOW TO APPLY

The application material must be submitted each year according to a standard application procedure, which requires the use of a printer and scanner. However, with the permission of the Tempus Public Foundation, in the light of the coronavirus epidemic, the ELTE Department of Erasmus+ and International Programmes will temporarily allow applicants with the deadline of May 25, 2020 to submit their application only electronically (without the signature of the applicant). However, please note that once the emergency has been resolved and personal administration has resumed, applications must be submitted in accordance with the original procedure as well. Failure to do so will result in a refund of the full amount of the additional financial support awarded.

Temporary submission procedure (for students applying until May 25, 2020) The electronically filled-out application form (xlsx format, not scanned, without signature), and the electronic versions of the compulsory attachments (scan or good quality photo), so at least 2 documents must be sent to erasmus.out@dep.elte.hu from the ELTE e-mail address (e.g. Caesar address) of the applicant. Please rename the file of the application form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021). Please indicate in the subject of the e-mail: "Application: Erasmus+ additional financial support for students with disabilities or long-term illnesses"

Guide for submitting the application:

  • First, save the application form. Opening it, you will be able to fill out the form electronically.
  • Fill out the form electronically (year: your current year, e.g. Year 2; major: what you are currently studying, e.g. psychology; OM identification number: the ID number starting with 7 on your student card; level of study: Bachelor Programme / Master programme/ one-tier master programme / PhD / ; for the status and type of mobility, you can select the appropriate option from the drop-down list).
  • Description of the illness or disability: Explain in detail what disability or long-term illness you have, how it affects your mobility and what the additional costs are.
  • Itemised list of the required additional financial support: Please provide an item-by-item list of the types of costs and the amount of financial support required for each type. Please keep in mind that you must account for the use of the acquired financial support item by item with invoices. For example, if you list "gluten-free foods", the invoice or other proof of purchase must indicate that the food you have purchased was indeed gluten-free, so in this case, for example, fruits cannot be accounted for.
  • When entering the requested financial support amount, take into consideration the maximum financial support amounts that can be granted (see the table in the Call for Application):
    - mild illness/disability: maximum 150 €/month
    - moderate illness/disability: maximum 320 €/month
    - severe illness/disability: maximum 500 €/month
  • Make sure that the “required amount” box contains ONLY NUMBERS, otherwise the formulas in the table will not work.
  • The medical certificate to be included as a compulsory attachment may also be issued by a general practitioner on the basis of a previous specialist report, but this is only an option if the specialist is not available before the application is submitted.
  • Attach any proof you deem necessary to the form. If you have any questions, please contact us at least 1 week before the submission deadline. Do not leave the application to the last minute.

Example of a completed application form (this is what you must submit electronically)

After this, you must do the following:

  1. Rename the file of the electronically filled-out application form (xlsx) in the aforementioned way (lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021). Then send it to erasmus.out@dep.elte.hu from your ELTE e-mail address (e.g. Caesar address). The subject of the e-mail should be: "Application: Erasmus+ additional financial support for students with disabilities or long-term illnesses" Do not forget to attach the compulsory attachments as well.

Regular submission procedure:
(for students applying until September 28, 2020 and January 18, 2021, as well as for students applying until May 25, 2020 after the emergency is resolved)

The application material can only be submitted, on the specified, electronically completed application form as follows:

  • the filled-out application form and the original or a copy of the compulsory attachments (in the case of a copy, it must be marked as "identical to the original", certified by the applicant's signature and the date) must be submitted to the ELTE Department of Erasmus+ and International Programmes (1056 Budapest, Szerb utca 21-23. I. em. 37.);
  • the electronically filled-out application form (xlsx format, not scanned, without signature), the scanned version of the printed and signed application form, and the scanned versions of the compulsory attachments (so at least 3 documents) must be sent to erasmus.out@dep.elte.hu

Please rename the file of the application form in the following way: lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021). After this, you must do the following:

  1. Rename the file of the electronically filled-out application form (xlsx) in the aforementioned way (lastname_firstname_date of birth (YYYYMMDD)_ELTE_2021 (For example: Smith_John_19990909_ELTE_2021). Then send it to erasmus.out@dep.elte.hu. The subject of the e-mail should be: "Application: Erasmus+ additional financial support for students with disabilities or long-term illnesses" Please attach the scanned version of the completed application form, and do not forget to attach the compulsory attachments as well.
  2. Submit the signed original application form and the original compulsory attachments here: ELTE Department of Erasmus+ and International Programmes, 1056 Budapest, Szerb utca 21–23. I. em. 37. In case this is not possible, you can send the documents by post - please make sure that the documents must be received by the specified deadline.

Please note that applications submitted incompletely or incorrectly after the deadline will not be accepted.

USE OF SUPPORT, SETTLEMENT

The additional support can only be used for the expenses requested in the application and for those that the Board of Trustees of the Tempus Public Foundation has accepted.

The support must be requested item-by-item, and the use of the support is only possible according to the items rewarded, with itemised expense report certified by invoices.

Students who have received the additional financial support will be prepared by a member of the ELTE Department of Erasmus+ and International Programmes during a short, personal Teams or Skype interview before departure to facilitate the account of the financial support.

The additional support will be transferred by the sending higher education institution to the rewarded applicant in one amount, after the grant has been awarded, preferably together with the first instalment of the Erasmus+ scholarship.
